Brazilian aircraft manufacturer Embraer, the third-largest in the world behind Boeing and Airbus, estimated that the tariffs announced by the United States against Brazil could have an impact similar to that of the Covid-19 pandemic, when the company saw a 30% drop in revenue and had to reduce its workforce by around 20%. According to Embraer, the tariff hike is expected to increase the price of each aircraft sold to the US by around R$50 million (US$9 M). Considering the period up to 2030, the impact could mean R$20 billion (US$3.6 B) in tariffs. According to company CEO Francisco Gomes Neto, the change in aircraft prices is expected to lead to order cancellations, delivery postponements, production plan revisions, a drop in cash generation, and reduced investments.

NATO Secretary General Mark Rutte on Wednesday (July 16) threatened India, China and Brazil with 100% secondary sanctions if they continue doing business with Russia, even as he urged the leaders of these countries to press Russian President Vladimir Putin to take peace talks with Ukraine seriously. Meanwhile, President Trump has threatened to impose 100% “secondary tariffs” on goods exported to the United States from countries with economic ties with Russia. These are designed to pressure Russia’s trade partners to stop buying or selling products in the energy, agriculture and weapons sectors with Russia. In South America, agricultural powerhouse Brazil imports oil from Russia and is the biggest purchaser of Russian fertilizer products, crucial to supporting its soybean, sugar and coffee exports.

This week, Petrobras’s board of directors will meet to discuss amending the 2026-2030 plan that could include a renewed presence in the Brazilian retail fuel sector, an anonymous source with knowledge of the matter told Bloomberg. Petrobras sold its retail business in 2021 in a privatization drive under then-President Jair Bolsonaro. The retail fuel company Vibra Energia is now operating the previous retail business of the Brazilian state-held energy firm and uses its brand under a licensing agreement. President Luiz Inacio Lula da Silva and Petrobras CEO Magda Chambriard have recently voiced concern that the wholesale price cuts by Petrobras aren’t being passed on to consumers at the pump.

Brazil's Congress passed legislation on Thursday (July 17) loosening environmental licensing, a potential blow to President Lula da Silva as he seeks to burnish his country's green credentials before hosting the UN’s global climate summit, COP30, this year. The bill passed with broad support in Congress, where a powerful agribusiness caucus holds huge influence, over criticism from environmentalists, members of Lula's cabinet, and European Union lawmakers. Brazilian business leaders have criticized environmental permitting in Brazil as a barrier to development. While many environmentalists agree that the process needed to be reformed, they argue that the approach taken by Congress is likely to cause far more harm than good.
